Hay / Straw

We were driving around the site on Saturday, and saw a whole bunch of straw around a few of the houses.

Silly question... but whats it there for?

As a side, I wish I remembered peoples lot #'s as we saw a whole bunch of cars and I wanted to stop but didnt want to scare people, lol

correct me if I am wrong but it is to keep the concrete warm so that it cures evenly

Since our house is a fire break we were told that we would get absorbent material (Hay/straw) put into our foundation (basement floor) to protect it from the elements(this was said at the orietation). Our lot currently does not have any straw because the concrete flooring had been poured and if they put the (straw/hay) then it would stain the concrete. The homes that have the straw, I was told do not have concrete flooring yet.
